JOB DESCRIPTION – PART TIME, 25 HOURS PER WEEK

SUMMARY
Smart Start of Transylvania County is part of the North Carolina Partnership for Children, a nationally recognized, award-winning early childhood initiative designed to ensure that young children enter school healthy and ready to succeed. In its twenty-first year, the organization is embarking on transformative change.
In collaboration with its community partners, Smart Start of Transylvania County is working to:
• Build its organizational and governance capacities,
• Be the champion for young children through collaboration, public education, and influencing public policy,
• Ensure young children have equitable access to developmentally appropriate, high quality learning,
• Assist and encourage early childhood educators in their pursuit of excellence and promote an environment that elevates the profession,
• Pursue opportunities to advance the health and well-being of young children and their families.
OBJECTIVE
Smart Start of Transylvania County seeks a Program Specialist to ensure high quality, effective implementation of Partnership program activities in alignment with the goals and mission of the organization and the community.
REPORTS TO
Executive Director
WORKS WITH
Smart Start of Transylvania County team, North Carolina Partnership for Children staff, early education center staff, Early Childhood Initiative members, direct service providers for Smart Start and NC PreK programs, community volunteers, community at large and regional and state-wide stakeholders in early childhood.

RESPONSIBILITIES

• Work with Smart Start staff, community partners and direct service providers to implement Smart Start programs in a best practice and compliant manner.
• Establish, implement and analyze measures for outcome evaluation. Use impact results to drive programmatic direction.
• Monitor and evaluate services provided.
• Achieve expansion of early literacy programs by effectively establishing outreach and fundraising. Implement opportunities for synergy between the early literacy programs.
• Develop and implement new programs in a collaborative manner per the strategic plan of the organization.
• Support the resource lending library.
• Other duties as assigned.

QUALIFICATIONS
Bachelor’s degree in early childhood, early literacy or other education related field and 5 years of experience.

• Desired experience includes previous work with families and pre-school children.
• A demonstrated passion for early childhood.
• Self-directed, creative, multi-tasker, who is detail oriented.
• Comfortable with ambiguity and change.
• Experience with successful project and program management.
• Experience with successful team facilitation.
• Excellent interpersonal skills.
• Proficient with technology and familiarity with data analysis/reporting.
COMPENSATION
Salary commensurate with experience (DOE).
